Hybrid heat pump worth it in Belgium? The 15-year cost (2026)
At September 2026 prices, a hybrid costs about €43,000 over 15 years, against €37,600 for gas alone and €43,700 for a heat pump alone. Assumptions, full cost table and when a hybrid does pay off.

At Belgian energy prices in September 2026, a hybrid heat pump is rarely the cheapest option over 15 years: in our reference house it costs about €43,000, against €37,600 for a new gas boiler alone and €43,700 for a heat pump alone. It pays off when your electricity is cheap (solar panels, off-peak rates), when a grant cuts the purchase price or when gas gets dearer, and it makes most sense as a stepping stone in a poorly insulated home.
How does a hybrid heat pump work?
A hybrid system connects an air-to-water heat pump, usually 4 to 8 kW, and a condensing gas boiler to the same radiator circuit. One controller decides which unit heats, or whether both run together: installers call this a bivalent system. An "add-on" hybrid adds a heat pump next to a recent boiler; a full hybrid replaces everything.
In parallel mode, the heat pump keeps running in cold weather and the boiler adds only the missing output. In alternating mode, the heat pump stops below a set temperature and the boiler does all the work. The Flemish government explicitly presents hybrids as an interim solution for homes that are not yet well insulated.
The bivalence point: thermal and economic
The thermal bivalence point is the outdoor temperature below which the heat pump can no longer cover demand. In the example below, a house needing 10 kW at −8 °C and a heat pump of about 6 kW cross at around +2 °C.
The economic switch-over matters just as much. The heat pump produces cheaper heat than the boiler as long as its COP exceeds electricity price ÷ gas price × boiler efficiency. With power at €0.36/kWh, gas at €0.12/kWh and a 90% efficient boiler, that threshold is 2.7. A good controller follows this threshold, not just the thermometer.
Settings make or break a hybrid. Monitoring of 12 hybrid installations in Flanders (winter 2024-2025, published by warmtepompkiezen.be) found the heat pump supplied 73% of the heat on average, against the 80 to 90% often advertised; the weakest results came from boilers that kicked in too early.
How much does a hybrid or a heat pump alone cost?

For the 15-year calculation we assumed €5,000 for an installed condensing gas boiler, €11,000 for a full hybrid (new boiler plus a heat pump of about 6 kW) and €16,000 for a 10 to 12 kW heat pump alone, including €2,000 of radiator upgrades. What would you pay each year at September 2026 prices?
Energy prices were volatile in 2026: in early April, the federal regulator CREG observed that the energy component of fixed-price gas contracts jumped by around 40% in a month after tensions in the Middle East. Treat any 15-year projection as an order of magnitude.
Average prices on 16 September 2026 according to the comparison site Selectra (among the cheaper offers, 3,500 kWh of electricity and 17,000 kWh of gas a year, all-in with 6% VAT):

Method. These all-in averages spread fixed charges over every kWh, whereas each extra kWh a heat pump uses only costs the variable part. We therefore used a marginal price of €0.36/kWh for electricity and €0.12/kWh for gas, VAT included. Your own prices appear on your annual adjustment bill, called the régularisation in French or afrekening in Dutch.
The reference house needs 14,000 kWh of useful heat a year (11,500 for space heating, 2,500 for hot water), roughly 15,600 kWh of gas with a new boiler.
- Gas boiler only: €1,867 of gas, €2,176 a year with standing charge and servicing.
- Hybrid: the heat pump covers 70% of space heating at a seasonal COP of 3.5 (2,300 kWh, €828); the boiler handles the rest and hot water (6,600 kWh of gas, €793). Total €2,135, with almost 58% less gas.
- Heat pump only: SCOP of 3.2 for heating, 2.6 for hot water, so 4,560 kWh (€1,640). With no gas meter, €1,845 a year.
COP and SCOP: the figures that decide
COP (coefficient of performance) is the ratio between heat delivered and electricity used at a given moment; SCOP is its average over the heating season. Since 26 September 2017, the EU ecodesign regulation 813/2013 has required a seasonal efficiency of at least 110% for heat pumps (125% for low-temperature units), which, with the conversion factor of 2.5, means a SCOP of roughly 2.8.
In an existing home, real-world SCOP depends mostly on water temperature: low-temperature radiators or underfloor heating change the maths. Break-even COP for a 90% boiler:

With power at €0.44 and gas at €0.10, a heat pump needs a COP of 4 just to match gas.
Servicing and lifespan: two appliances, two services
The gas boiler in a hybrid still falls under the regional periodic inspection: every 2 years in Brussels and Flanders, every 3 years in Wallonia. For the heat pump, manufacturers recommend an annual service, often tied to the warranty.
At the prices listed on vcn.be in September 2026 (VAT included), a gas boiler service costs €159 and a heat pump service €205. We counted €159 a year for gas alone, €364 for the hybrid and €205 for the heat pump alone. Trade guides quote about 15 years for a heat pump's outdoor unit and 20 years for the indoor hydraulic module. In a hybrid, the boiler wears more slowly, but two appliances also mean twice the parts that can fail.
Grants and VAT in 2026: what changes the sums
- Fossil-fuel boiler: since late July 2025 (circular 2025/C/47), supplying and fitting the boiler-specific part of a gas or oil system carries 21% VAT, including within a hybrid. Servicing and repairs stay at 6%.
- Heat pump: 6% in homes over 10 years old. From 1 January 2026 to 31 December 2030, homes under 10 years old also qualify (circular 2026/C/19), but this extension excludes hybrid heat pumps.
- Hybrid: ask for an itemised invoice; without it, the whole job risks being taxed at 21%.
Grants depend on your region, income and the date of the work. In Brussels, the regional scheme is called Renolution; in Flanders, Mijn VerbouwPremie covers air-to-water and hybrid air-to-water heat pumps; in Wallonia, the temporary Primes Habitation scheme runs from 14 February 2025 to 30 September 2026. What rules apply to gas until 2030 and beyond?

In Brussels, if a heat pump forces you to upgrade your connection above 13 kVA, expect about €74 more a year. In Flanders, a heat pump that raises your average monthly peak by 2 kW adds about €113 a year, while a hybrid can let the boiler cover the peaks.
At EU level, the ETS2 carbon market for fossil heating fuels starts in 2028, with a stability mechanism above €45 per tonne (2020 prices), roughly 1 cent per kWh of gas by our estimate. Directive 2024/1275 also asks member states to plan the phase-out of fossil-fuel boilers by 2040.
The 15-year calculation: assumptions and result
A detached 1970s house, partly renovated (insulated roof, double glazing), with radiators and an old boiler at the end of its life. Assumptions:
- Useful heat: 14,000 kWh a year, including 2,500 kWh for hot water.
- Constant prices: electricity €0.36/kWh, gas €0.12/kWh incl. VAT, no inflation or discounting.
- Condensing boiler: 90% seasonal efficiency.
- Hybrid: heat pump covers 70% of space heating at a COP of 3.5; boiler covers the rest and hot water.
- Heat pump only: SCOP 3.2 for heating, COP 2.6 for hot water.
- Gas standing charge: €150 a year (assumption), removed if the gas meter is closed.
- Servicing €159, €364 or €205 a year; investment €5,000, €11,000 or €16,000, no grants.

An honest reading. In the base case, gas alone remains cheapest. The hybrid saves about €250 of energy a year, but the second service eats almost all of it. The heat pump alone saves €331 a year, not enough to recover an extra €11,000 of investment in 15 years.
The picture flips when several factors stack up. In the favourable case, the heat pump overtakes the gas boiler around year 12 and ends at €35,200. The hybrid only wins if it is installed cheaply and well tuned.
Run the numbers for your own home
- Find your annual gas use on the adjustment bill.
- Note the variable price per kWh for electricity and gas, VAT included.
- Work out the break-even COP: electricity price ÷ gas price × 0.9.
- Ask the heating engineer (chauffagiste) what water temperature your radiators need at −8 °C: below 50 °C, a heat pump alone becomes realistic.
- Add up, for each option over 15 years: investment minus grants, energy, gas standing charge and servicing.
Hybrid or heat pump alone: which should you choose?
Choose an air-to-water heat pump alone if the house is well insulated or has low-temperature emitters, if you have solar panels or an off-peak tariff, or if you are building new.
Choose a hybrid heat pump if the house is still poorly insulated, with radiators that need very hot water, and insulation comes later: you halve your gas use straight away without replacing the radiators.
Keep or replace the gas boiler if it is recent and in good shape, if your budget is tight or if you plan to sell within 5 years. For tenants, the choice belongs to the landlord, but the same numbers help the discussion. Insulate first: every kWh you avoid pays back, whatever the system.

Belgian trade guides from 2026 put an installed hybrid at roughly €5,000 excluding VAT to €10,600 including VAT, depending on whether a heat pump is added to an existing boiler or everything is replaced. An air-to-water heat pump alone costs about €9,500 to €16,000 including VAT. The gas boiler part is invoiced at 21% VAT, the heat pump at 6% in homes over 10 years old.
How much energy does a hybrid heat pump use per year?
For 14,000 kWh of heat a year, a hybrid whose heat pump covers 70% of space heating at a seasonal COP of 3.5 uses about 2,300 kWh of electricity and 6,600 kWh of gas, hot water included. A gas boiler alone would burn about 15,600 kWh of gas. Gas use therefore falls by almost 58%, but at 2026 prices the total bill drops by only about €250 a year.
What is the best bivalence point for a hybrid heat pump?
There is no universal value. The thermal bivalence point is often around 0 to +2 °C for a 5 to 6 kW heat pump in an average house. The most cost-effective setting follows an economic threshold instead: the heat pump should run as long as its COP exceeds the electricity price divided by the gas price, multiplied by boiler efficiency, which is about 2.7 at September 2026 prices.
Can I still install a gas boiler in Brussels in 2026?
Yes in an existing home, but with limits. Brussels bans gas boilers in new homes whose permit was filed from 1 January 2025, and will ban them in major renovations from 1 January 2030. Oil boilers can no longer be installed since 1 June 2025, barring exemptions. Flanders refuses gas connections for new builds since 2025. Since late July 2025, fitting a gas boiler carries 21% VAT in Belgium.
What VAT rate applies to a hybrid heat pump?
Since late July 2025, the boiler-specific part of a fossil-fuel system, including in a hybrid, carries 21% VAT. The heat pump and non-specific parts such as radiators, valves and thermostat can stay at 6% in homes over 10 years old if the invoice lists them separately. The 6% rate introduced for 2026 to 2030 in homes under 10 years old excludes hybrid heat pumps.
